Background
Review of the relevance of parking to the success of urban centres
The Means was commissioned by London Councils to carry out a review of the relevance of parking to the success of urban centres in July 2012.
The review addressed research questions relating to the correlation between the amount of free / cheap parking and commercial activity (if any), how people travel to town centres and what they spend. It also looked at how town centres can attract more visitors, and also considered questions relating to the night-time economy.

Parking FAQs
Who sets the level of parking penalties in London?
Parking penalties in London are set by London Councils’ Transport and Environment Committee (TEC). TEC is made up of representatives of the 33 local authorities in London, as well as TfL, and meets four times a year. Under the terms of the Traffic Management Act 2004, TEC is responsible, subject to agreement by the Mayor of London and the Secretary of State, for setting additional parking charges on London borough roads. These charges include:
Covid-19 Policies and Procedures
Covid-19 Risk Assessments
Recognising that many London boroughs have already produced or are well on our way to developing model template risk assessments, the information supplied provides a range of high quality risk assessments that you can use to develop or improve your current risk assessments.
