Special education needs and disability transport

The number of children and young people with Special Educational Needs and Disabilities (SEND) has risen dramatically in London. This is putting pressure on services to support them, such as transport services. 

In 2018/19 transport services reported a collective overspend across 30 London boroughs of £21m. 

To better understand how boroughs can improve these transport services and generate savings, London Councils undertook both quantitative and qualitative research.  A total of 10 boroughs were involved in the research, representing a range of different areas of London. The interviews identified successful initiatives and opportunities for boroughs to work collaboratively and reduce costs for SEND transport across London. We continue to explore these opportunities with the boroughs.
