Low Carbon Development is one of the themes in our collaborative climate programme. Its goal is to go further and faster in developing a low carbon future.
Low carbon development will not only reduce emissions, but will help create buildings that enable occupants to have healthier, more sustainable lives and to better cope with a changing climate.
This programme aims to provide the support boroughs need to achieve low carbon outcomes through policy, research, guidance and learning.
The lead boroughs for Low Carbon Development are Hackney and Haringey.
Toolkit - Low Carbon Development
The Low Carbon Development toolkit has been developed by London Borough of Hackney, in collaboration with local authority policy and sustainability officers, as well as experts from the built environment. It is a work in progress and will continue to develop as new guidance emerges with political and planning frameworks changing.
The toolkit contains 13 documents covering a range of topics on low carbon – from pre-app checklists for energy statements, to legal agreements for carbon offsets and best practice for planning officers for creating low carbon buildings.

Implementation plan
Our two-year implementation plan identified key deliverables for 2023-24 and assessed the resource requirements to deliver this first phase of implementation and build a sustainable longer-term programme of work.
Other documents and asset library
The purpose of this action plan is to set a pathway to achieve the ambition set out in London Councils' Joint Statement on Climate Change.
This plan is designed to support all boroughs to achieve the headline ambition, whilst recognising that requirements and resourcing will vary from borough to borough.
It has been developed collaboratively by London boroughs, with support from London Councils, Planning Officers Society (POS) – London, the Association of London Borough Planning Officers (ALBPO) and experts from the built environment.
