London Councils' climate change programmes

London Councils' seven climate change programmes are the heart of what we are doing to support boroughs on climate action with each of the programmes having a lead borough who drives the collaboration.

#1 Retrofit London: Retrofit all domestic and non-domestic buildings to an average level of EPC B. Lead boroughs: LB Enfield and LB Waltham Forest

#2 Low carbon development: Secure low carbon buildings and infrastructure via borough planning. Lead borough: LB Hackney

#3 Low carbon transport: Halve road journeys made by petrol and diesel via combined measures that can restrict polluting journeys and incentivise sustainable and active travel options. Lead boroughs: RB Kingston and City of Westminster

#4 Renewable power for London: Secure 100% renewable energy for London’s public sector now and in the future. Lead borough: LB Islington

#5 Reduce consumption emissions: Reduce consumption emissions by two thirds, focusing on food, clothing, electronics and aviation. Lead borough: LB Harrow

#6 Build the green economy: Develop London's low carbon sector and green our broader economy. Lead borough: LB Hounslow

#7 Creating a resilient and green London. Lead borough: LB Southwark

 

The programmes originated from our ambitious Joint Statement on Climate Change which also set out the boroughs' approach to governance, citizen engagement and resourcing for climate change.

In 2020, we established working groups to develop action plans for four of these ambitions - on domestic retrofitting, low carbon development, consumption emissions and a creating a resilient and green London. In other areas - low carbon transport, renewable energy and green economy - wider circumstances, including the response to Covid-19, have slowed our progress. However, we also aim to complete action plans for these programmes in 2021.
