Enforcement of London Lorry Control Scheme Restrictions in the London Borough of Redbridge

Following a determination by the cabinet of the London Borough of Redbridge, London Councils will restart enforcement of the London Lorry Control Scheme (LLCS) in Redbridge.

London Councils will commence regular patrols in the borough from Monday 21 August 2023.

Operators of vehicles observed that are not complying with restrictions and requirements of the LLCS will receive a warning notice for a period of two weeks (until Monday 4 September 2023) when regular enforcement will commence.

The LLCS prohibits the movement of heavy goods vehicles over 18 tonnes maximum gross weight (“HGV’s) at night and at weekends on specific roads in London unless the HGV benefits from a London Lorry Control Scheme Permit and is compliant with the LLCS Permit Conditions.  This is to improve the environment for Londoners by ensuring HGV’s cause as little disturbance as possible and restricting their unnecessary use of residential roads. Enforcement is carried out during nights and weekends.

The scheme has been in place since 1985 under the LLCS provisions of the Greater London (Restriction of Goods Vehicles) Traffic Order 1985 (as amended) and is enforced utilising the London Local Authorities and Transport for London Act 2003.

London Councils enforces the scheme on behalf of London boroughs under the London Councils Transport and Environment Committee (“TEC”) Governing Agreement. The London Borough of Redbridge have delegated the functions set out in Schedule 2 of this agreement to TEC, which includes the Implementation and Enforcement of the London Lorry Control Scheme.

All roads in the London Borough of Redbridge are restricted during the hours of the LLCS other than excluded roads listed in Schedule 1 below (which form part of the Excluded Route Network or ERN). During controlled hours, goods vehicles with permission must travel along the ERN to the closest point of their destination. The journey must be completed by using the shortest distance along restricted roads. Operators commencing vehicle journeys on restricted roads must join the ERN at the closest point to the origin so as to minimise journeys on restricted roads. Hauliers without permission should not use the restricted roads at all or risk receiving a PCN.

From the south-western kerbline of Southend Road (A406) to a point 180 metres south west of that kerbline

From the boundary of the London Borough of Waltham Forest to the boundary of the London Borough of Barking and Dagenham, including the slip roads at the 'Green Man' roundabout and the roundabouts at the junctions of the A406 and Gants Hill Cross roundabout (A12/A123/A1400)

  i) linking the A406 to the roundabout underneath the flyover at the A118 grade separated   interchange, including the roundabout underneath the flyover but excluding the link roads   leading to and from Romford Road (A118) and the A118 itself.

  ii) linking the North Circular Road (A406) to Eastern Avenue (A12), including the roundabout   located at this junction under the flyover.

  iii) linking the North Circular Road (A406) with Charlie Brown's Roundabout (A1400/A113)      

  iv) at the Woodford New Road (A104) junction
