2    robust outcomes
3    clear communications, referrals and reporting plan with boroughs
4    ensuring value for money

Recommendations

Members are asked to,
1.    Note the implementation of the Commissioning Monitoring Arrangements framework (CMA) to date
2.    Note the progress of the CMA (and alterations) in successfully addressing the issues which led to its creation.
3.    Note the issues raised in the Grants Review 2015-16 and the follow up work officers have taken to scope the range of ways to address these issues with borough officers and other stakeholders including the GLA and The Cabinet Office’s Grants Efficiency Programme (GEP) .
4.    Discuss the actions in Section Nine and example of future borough dashboard reporting in Appendix One as potential ways to strengthen the framework, addressing the issues raised in the Grants Review. Agree for officers to bring a further report to the November meeting of the Grants Committee.
