How to respond to the consultation

Why we are carrying out this consultation

Your responses will help us shape recommendations to our Leaders’ and Grants Committees on a future grants programme, which, if taken forward, will run from April 2026 to March 2030.

Your response will sit alongside the responses we gather through stakeholder conversations, discussions with people with lived experience, desk based research and evaluation of the current grants programme.

We invite you to share your thoughts on the current priorities (addressing homelessness and combating sexual and domestic abuse) and future priorities to help us shape and develop a programme that continues to serve the needs of Londoners and London’s boroughs.

When responding to the questions, please consider:

  • current and emerging needs of London’s residents, particularly in relation to the economic landscape and the cost of living crisis
  • the potential medium term needs of London’s residents that may play out over the next four to five years
  • the context that local government is working in eg. financial pressures, increasing demand for services, changes in legislation, unique London factors
  • provision and services that boroughs and sub-regions already provide
  • how a pan-London Grants Programme might complement borough services and provide efficiencies across the boroughs.

Our current Grants Programme

The current Grants Programme priorities are:

  • Combatting homelessness
  • Tackling sexual and domestic abuse

London Councils' Leaders agreed the principles for which grants can be made in 2019; specifically grants should only be made where:

  • services can deliver effectively and meet outcomes specified by London Councils
  • there is clear evidence of need for services that will complement borough and other organisations delivery of local services
  • it is economical and efficient to deliver services on a London wide basis, or where mobility is key delivery of a service to secure personal safety
  • services cannot reasonably be delivered locally, at a borough or sub-regional level
  • services work with statutory and non-statutory partners and contribute to meeting the objectives of the Equality Act 2010.

Equalities considerations

The needs of Londoners are central to London Councils’ grants programme and underpin the funding priorities. Creating opportunities for all Londoners and addressing inequalities are also key considerations. In reaching decisions for the implementation of any future grants programme, the Grants Committee is required to have due regard to its obligations under the Equalities Act 2010, particularly the Public Sector Equalities Duty. In order to give proper consideration to the needs of protected groups an Equalities Impact Assessment will be undertaken. Responses to this consultation will, alongside other information, inform that assessment.
