Using the Land Use Planning Process to Minimise Traffic Impact of New Developments

The Borough now requires all new major developments to provide a comprehensive plan setting out how they will manage the trips generated by their organisation. This is secured through the 's106' process which is a legally binding agreement between the developer and the authority. To be approved, the plans must include clear targets, a monitoring schedule to be implemented by an independent survey company and a list of remedial measures/payments to the Borough which will come into effect if the stated targets are not met (to mitigate the negative impact arising from the failure of the travel plan). Representatives from the Borough now sit on the steering group advising TfL on the further development of their land use planning guidance for new developments.
