Greater London is made up of 33 separate municipalities – 32 London Boroughs and the City of London Corporation, which has the responsibility for the ‘square mile’ – the financial heart of London. With the exception of the corporation, each borough is run by elected members, operated through a cabinet system, with executive groups of between seven and 10 members led by the directly-elected mayor or leader. The corporation is run on a non-political basis through its Lord Mayor and members of the Court of Common Council.
The London boroughs run most of the day-to-day activities that keep London running. Each authority provides services such as education, social services and housing, as well as dealing with planning applications, environmental health and transport.
In terms of transport, the boroughs are responsible for 95% of London’s road network and deliver programmes such as local safety schemes, increased cycle facilities, workplace and school travel plans, improvements to the streetscape and public transport interchanges, and road and bridge maintenance.
Transport improvement works are delivered within the framework of a Local Implementation Plan, development in response to the requirements of the Mayor’s Transport Strategy. The London borough’s are required to produce Local Implementation Plan’s in consultation with Transport for London every 3 years, setting out how they will invest in transport improvements during each period.
