Towards a City Charter

London Councils and the Mayor of London have agreed a set of principles as a first step towards developing a City Charter over the coming months. The 'memorandum of understanding' sets out six principles for governing London and proposes the establishment of a Congress of London's leaders and a delivery board, which will bring together all the leaders of London's public services. The agreement was signed by London Councils Chairman Councillor Merrick Cockell and Mayor Boris Johnson at London Councils Leaders' committee last week.
