London Councils' response to the DfT consultation on reforming rail franchising

London Councils has responded to the consultation on the DfT consultation on reforming rail franchising. Our response focuses on questions in the consultation that are of particular interest to London Councils and London boroughs. These are:

• Franchise specification - how to identify the most appropriate franchise specification for passengers in London
• Contract design and management – how to ensure that contracts reflect the needs of passengers in London for early and late services and train frequency across the network
• Revenue risk – how to ensure that an appropriate model is in place for forecasting revenue over a longer period in London.
