London Councils has responded to the Mayor's draft proposals for a Transport Strategy for London. Our response highlights both those areas of the strategy which we welcome and the areas where we would like to see changes.

Examples of the areas we welcome include:

  • The inclusion of an Implementation Plan which sets out clearly which schemes are funded.
  • The commitment to promote walking, cycling and the use of public transport.
  • The move away from a few 'strategic centres' and to instead improve transport connectivity into and between existing town centres.
  • The Mayor's intention to ensure that the requirements for LIPs are kept to a minimum.

Examples of areas where we are raising concerns include:

  • The strategy should set out how the need for local transport services will be balanced with the needs of long distance commuting.
  • We would like to see the inclusion of a sustainable hierarchy of transport modes.
  • We are concerned that the emphasis on improving orbital links is primarily on better information and integration between modes rather than new infrastructure.
  • The Strategy should include a wide ranging review of bus route planning.
  • Greater consideration needs to be given to the affordability of public transport.
  • The strategy has introduced new requirements for boroughs (e.g. planting trees) without any additional funding.
