London Local Authorities and Transport for London (No.2) Bill [HL]

Background

This is the third joint Bill where London Councils working with Transport for London has promoted private legislation. This cooperation is vital when provisions affect the highway and where TfL have an interest as the highway authority.

The provisions in this Bill include proposals for:

  • tackling street clutter in London by allowing authorities to place street lights and signs on buildings;
  • enabling London Authorities to recover the cost of repairs to the carriageway where damage is caused by construction traffic;
  • regulating builders' skips on the highway;
  • enabling authorities to provide and operate charging apparatus for electric vehicles on the highway

Parliamentary progress

This Bill began its passage through Parliament in the House of Lords. The third reading there took place on 28 March 2011. The only change to the Bill at this stage was that the provisions regarding the recovery of traffic management and street cleansing costs and powers to close or manage traffic for 'special events' were deleted from the Bill. This move follows a Memorandum of Understanding (MoU) agreed between the promoters of the Bill and the Premier League and the Football League. The MoU allows boroughs to enter into negotiations with football clubs in respect of specific expenditure incurred by the boroughs for litter clearance, street cleansing or traffic management.

The Bill is now in the house of Commons, and successfully received its Second Reading on Tuesday 6 March.
