This Bill, formally promoted by Westminster City Council, includes a wide range of public realm provisions which would be effective in the 32 boroughs and the City of London. It is the tenth such item of private legislation dealing with London’s boroughs. Every few years, London Councils ask the boroughs whether they have any requests for new local legislation and ideas across many subject areas come forward from different councils. Before the Bill’s deposit, each and every London borough (and the City of London) voted on the Bill in a meeting of its full council, publicly advertised in a local newspaper.
Once enacted, the Bill will enable London boroughs to use a civil penalty charge procedure for the enforcement of several offences relating to litter, including smoking-related litter and dog fouling. It also makes a number of provisions in relation to street trading, including the seizure and disposal of equipment used for the disposal of seized goods and equipment, the unlawful trading of refreshments, and the management of street markets.
