Localism Bill

The Government's Localism Act introduces a number of new freedoms and responsibilities for local authorities, following its Royal Assent on 15 November 2011.  The Bill is expected to have wide-ranging impact on housing and planning policy in particular.  Namely, the Act:

- Introduces a new "power of general competence", enabling councils to introduce any measure apart from those that are specifically prohibited by law;

- Makes provision for the establishment of Mayoral Development Corporations (MDCs) to cover specific areas or regions such as Olympic Park Legacy Company (OPLC) in East London;

- Abolishes Regional Spatial Strategies, regional housing targets and regulatory bodies such as the Standards Board for England.

London Councils hopes that these will allow London boroughs and their residents to develop tailor-made solutions to local challenges.
