About our work

The Fair Funding team is responsible for developing London Councils’ policy on local government finance, performance and procurement. 

We work with and on behalf of London’s local authorities, producing research, technical papers and analysis which is used to influence government thinking on all aspects of local government finance. We frequently respond to government consultations and attend government working groups on behalf of our members.

Our work priorities include:

  • Promoting financial devolution for London (including the recommendations of the London Finance Commission)
  • Modelling the future funding outlook for London
  • The financial impact of the 2013 Spending Round and preparation for the 2015 spending round
  • Annual analysis of the Budget, Autumn Statement and Local Government Finance Settlement
  • Local taxation (business rates and council tax)
  • Children’s Services Finance
  • Adult social care, public health and integration funding
  • Housing finance
  • Population data
  • Capital Finance
  • Local government procurement
  • Performance measurement

To undertake these tasks, the team works closely with finance officers from across London local government, and with the various professional networks including:

  • Society of London Treasurers
  • London Finance Advisory Committee
  • Senior Finance Officers Forum
  • London Finance Officers Forum

Local Government Funding

This year, London local government will receive over £8 billion of funding to spend on local services (excluding ring-fenced funding for education).

The London Councils' Local Government Finance team have produced an updated chart explaining where London local government gets its core funding from in 2014-15.
