London Councils' response to the Rugg Review consultation: 'The private rented sector; professionalism and quality'.

In summary our main points were:

  • It is broadly supportive in principle of a national register of landlords.
  • It supports the introduction of a mandatory written tenancy agreement
  • It supports the proposal to increase the Assured Shorthold Tenancy agreement threshold to £100,000
  • It is supportive of the regulation of private sector letting and managing agents.
  • We would support 'growing the sector' through increased institutional investment particularly to explore the possibilities for intermediate and market rent solution
  • We are reticent about proposals to extend licensing schemes.
