Social care funding reforms

Last year, the government launched an independent commission to look at the future funding of social care. The Commission on Funding of Care and Support was chaired by, economist and broadcaster, Andrew Dilnot.

The reform of social care funding is critical. The current system has been widely criticised as unfair, highly complex and unsustainable. The concerns around sustainability of the current system are especially significant; given that local authorities are expected to provide high quality social care services whilst coping with the growing financial and demographic pressures.

In December 2010, the Commission initiated a Call for Evidence to give ‘those with an interest in future funding models [an opportunity] to provide their expert view.’

In January 2011, London Councils responded to the Call for Evidence by the Dilnot Commission. 

London Councils response recommended that a new system should:

  • have sufficient resources to ensure sustainability so that local authorities are able to continue to deliver high quality social care services for Londoners;
  • correctly reflect specific social care needs, costs and pressures locally in London; and
  • focus on improving both efficiency and quality of care.
