Making assets work: The Quirk Review Opens in a new window – this was an independent review, undertaken under the previous government, which considered how to optimise the community benefit of publicly owned assets by considering options for greater transfer of asset ownership and management to community groups. The report looks at a wide range of evidence and best practise from local authorities, community groups, voluntary organisations and social enterprises about what works locally.
