Looking at the range of advice and guidance produced, there are a number of different models that boroughs could consider. However, all the models identified here and elsewhere primarily fall into three distinct approaches;
Strategic reorganisation/rationalisation
These boroughs have made a conscious decision to keep strategic control of the services they deliver whilst radically reviewing the current delivery model. There is a recognition of the need to adapt to the current, more challenging, realities. For example;
- London Borough of Brent has had a radical rethink of its libraries provision. The Libraries Transformation Project proposes an extension of the range of services provided while also rationalising the number of libraries within the borough.
- London Borough of Camden has recently completed a public consultation on how its library service should be reorganised in order to deliver £1.6m in savings. Following the public consultation, Camden will be looking to re-shape and re-scope library services through a “mixed model” that spreads the impact of savings between reductions in opening hours and fewer libraries
