European Social Funding (ESF)

European Social Fund

ESF is one of the European Union's Structural Funds, set up to improve employment opportunities in the European Union.  It aims to help people to gain better skills and job prospects and thereby promote economic and social cohesion.


Responsibility for ESF Youth Activity in London

The Skills Funding Agency acts as a shared service for the 2011-13 ESF programme nationally on behalf of local authorities and the Education Funding Agency (EFA) - previously the Young Peoples Learning Agency (YPLA) - and is responsible for procurement, contracting and account management.

The Skills Funding Agency is the lead Co-Financing Organisation (CFO) operating in London for ESF funding under Priority 1.2 (employment and skills activities targeted at young people who are not in education, employment or training (NEET) or at risk of becoming NEET). They are committed to principles of ‘Integrated Commissioning’ for 2011-13:

  • Value for money
  • Close joint working, including alignment wherever possible.

The Greater London Authority (GLA) is also a CFO, majoring on vulnerable young people in London.  It is commissioning the following programmes to operate in 2012/13:

  • Young people with learning difficulties and/or disabilities
  • Re-settlement of young offenders
  • Re-engagement for young people excluded from school
