Parliament asked to consider measures to make London a cleaner, greener, safer city

A package of measures seeking to improve the lives of Londoners and the health of the capital city is put before Parliament today as London Councils deposits the 10th London Local Authorities Bill (LLAB). 

A separate Bill promoting London Councils' campaign to reduce the environmental impact of throw away shopping bags, was also deposited today.

The majority of proposed measures in the 10th LLAB reflect the capital's boroughs' environmental concerns - such as provision to make it easier for councils to ensure the roads outside of offices are free from smoking related litter.

But they also include public safety measures, such as a proposal designed to drive up food hygiene standards. Currently London boroughs are trialling a scheme for rating food premises, with rating information kept on a website, and voluntarily displayed by the food outlet.

Under the 10th LLAB, London boroughs would require a food outlet to display its rating on a door or window. It is anticipated that the scheme, called 'scores on doors', will prove particularly useful to assist the high numbers of tourists expected for the 2012 Games.

Welcoming the launch of the campaign, London Councils Chairman Councillor Merrick Cockell said:

"The measures proposed for the tenth London Local Authorities Bill demonstrate our commitment to working with our communities to improve life in the capital. We hope Londoners get behind our campaign to deliver a cleaner, greener, safer city."


Also deposited today were the London Local Authorities (Shopping Bags) Bill and the third London Local Authorities and Transport for London Bill.

One role of London Councils is to help promote private legislation on behalf of the boroughs. As such, it helps to draft and then steer through Parliament, various parliamentary bills including the London Local Authorities Bills.

The most recent of these, the 9th Bill, recently received Royal Assent to become the London Local Authorities Act 2007.
