Making a bad situation worse

One of the consequences of a system which provides inadequate resources for high need areas is that it restricts service provision almost exclusively to people with critical need.

This means that London's social services departments will no longer have the resources to manage a preventative care programme which can prevent the onset of acute need. Therefore the total cost for social care will undoubtedly be much higher in the longer term.

Some better funded areas continue to have the luxury of undertaking preventative care programmes. Clients with low or moderate needs have a much greater chance of receiving services in Yorkshire or the East Midlands than adults with the same needs in London.
