Background

Councils in some parts of the country such as London find it more expensive to recruit and retain staff because they have to compete with private businesses and other parts of the public sector.

Therefore, London councils need to pay higher salaries than councils in other areas to recruit staff of a similar quality.

However, a significant proportion of government grant funding outside the Formula Grant1 does not take account of the extra costs that councils in high-cost areas face.
