The 3rd London Local Authority & Transport for London Bill

Background

The provisions in this Bill include proposals for tackling street clutter in London by extending powers enjoyed by the City of London to place street lights and signs on buildings. The Bill also includes clauses aimed at the recovery of traffic management and street cleansing costs; powers to close or manage traffic for 'special events'; and clauses regulating builders' skips on the highway. Provisions are also sought to strengthen regulations on advanced stopping areas for bicycles, to allow councils to set fixed penalty levels for cyclists on the footway, and to regulate pedicabs.

Parliamentary progress

This Bill started its Parliamentary progress in the House of Lords, and had its second reading there on 20 February 2008. From here, the Bill will move forwards to the next stage - the Opposed Select Committee. This will give petitioners who disagree with some of the clauses contained in the Bill the opportunity to put their concerns to the Committee, and allows London Councils to present its evidence in support of those clauses.

Next steps

A date for the Opposed Select Committee stage is being sought; we expect this stage to take place during November.
