London Councils response to the GLA's proposals to host and fund the London Analysts Support Site

The London Analysts Support Service is a secure web-based statistical database that holds multi-agency data and is used by crime analysts to inform an intelligence led response to crime in London. Funding for the initiative from the Home Office has expired.


London Councils Executive agreed 'in principle' funding of £210,000 for LASS in £2007/08 at its meeting on 30 October 2006, in order to secure the future of the service.  Subsequently, the GLA prepared a proposal based on hosting LASS and contributing to its funding. 

 
The view of officials in the Government Office for London is that the most achievable solution is for LASS to be based in the GLA.  Consequently, London Councils officers entered discussions on a GLA based service to include safeguards to ensure a responsive service to boroughs.
Subsequently the GLA prepared a revised proposal, based on the GLA family covering the entire cost of the project and integrating the service into the GLA's IT and statistical work.
The GLA has offered to modify an established inter-agency steering group to oversee the project and build on the existing LASS user group. It is proposed that London Councils be represented on both groups and that the user group be chaired by the GLA.


Elected Officers and the Executive Member for Crime and Public Protection are asked to consider their response to:

  • the GLA offer to host the service;
  • the proposed governance arrangements.
