The Business Challenge
Collaborative procurement and joint contracting is very difficult to undertake without access to meaningful and accurate information. Interpreting the information and trends, and understanding its uses and limitations is essential if expenditure analysis is not to become a missed opportunity.
Capital Ambition has led the UK public sector in meeting this challenge by working with London local authorities and the host of its Contracts Register Service to provide an integrated expenditure analysis solution which allows local authorities to do this on-line with no access restrictions or data usage restrictions. Whether localised departmental expenditure management is the issue or joining up with others, the OEA serves both purposes.
A dashboard has been added to enable senior officers to have speedy access to high level statistics about their own organisation, the geographical grouping they are part of or all of the London boroughs. Examples of what is provided are

The introduction of ProClass, the local government Classification Hierarchy, has made it much easier to accurately identify what the money has actually been spent on, and for the 3rd year in a row this classification has been applied to 94% of London’s third party spend. It is now possible to analyse influenceable expenditure across all London boroughs for categories such as adult social care, temporary staff and highways to name just a few.
Recently a new facility was added to enable users to view data by geographical sub-group – this has proved extremely useful in drawing up plans to control influenceable expenditure and put forward business cases for projects such as shared category management.

NIP has developed this solution after working with London local authorities which can be delivered to your desktop vie the internet - you simply need access to a web browser. The system is easy to use with on screen help at field level. Data can be sliced and diced with the minimum of effort and useful searches can be saved for future use.
No training is required to get started but assistance can be given with interpretation of the data if required or your staff can attend a "Making the Most of Expenditure Analysis" courses to learn how to accurately and effectively interpret your spend analysis data.
