Provider evaluations

In 2008, we organised evaluations of two of the Central Purchasing Bodies (CPBs) available to London and South East customers against the LEP Statement of Requirements (SoR). The evaluation consisted of a written submission against the criteria, a presentation followed by interview. The panel was made up of representatives of the following organisations:

• London Boroughs Energy Group (3 representatives)
• London Fire and Emergency Planning Authority (1 representative)
• Metropolitan Police Authority (1 representative)
• Transport for London (1 representative)
• London Universities Purchasing Consortium (1 representative)
• Office of Government Commerce (2 representatives)
• Capital Ambition (1 representative)

The evaluation panel found that Laser and Buying Solutions sufficiently satisfied the Specification of Requirements. Both organisations offer Pan Government Energy Project-approved flexible risk- managed contracts (contracts with the ability to fix volumes over a series of purchases in the wholesale market) and have committed to making improvements against the SoR and agreed customer requirements.
