Bureau services workshop - April 2009
LEP hosted an event with Buying Solutions on April 23rd, to explore how adopting bureau style services, whether outsourced or delivered internally, could add value to energy management and administration.
Attendees felt that help with the Carbon Reduction Commitment, data gathering, evidence packs, etc. would be valuable. However they were unclear specifically what support was required at this time.
In terms of energy management, the majority of delegates were not convinced that a bureau service could deliver effective energy management services. They thought that it could instead provide quality management information that in-house energy managers could use for monitoring and targeting and reduction activities.
Key findings were:
- Poor information into the database = poor management information and poor service
- Paper bills, no matter who processes them, are inefficient and costly
- Best practice methodology for bill validation, against contract tariffs, AMR /HH data and published regulated charges would be beneficial to all
- A standard traffic light system for appropriate tolerances on bill validation and consumption would be useful
- Comparison of consumption for like to like buildings would provide a good starting point for many reduction activities
- Standard reports, such as N185, cost recoveries, accounts in query, missing invoices, estimated reads, HH data exceptions, and budget management would be cost effective
