Capital Ambition’s London Efficiency Challenge programme is a unique sector-led approach to identifying and delivering efficiency savings in Local Government. The Efficiency Challenge has been developed and led by London’s Society of London Treasurers as a mechanism for sharing expertise and providing mutual peer-led challenge.
There are four main aims of the London Efficiency Challenge Programme :
- Providing bespoke authority specific efficiency advice
- Identifying London’s leading practice
- Steering Capital Ambition’s investment profile
- Delivering targeted support for change.
The Challenge has already been delivered in 19 London authorities with a further 4 confirmed to take place in early summer 2010. Authorities that have received challenges have found the advice valuable, compelling and providing insight.
Efficiency Challenge teams are led by a London Director of Finance, Managed by an IDeA Challenge Manager and comprise a second London Peer and a Capital Ambition representative. The teams use metrics, practice questionnaires, strategic information, interviews and workshops to identify the main efficiency opportunities for the individual authority, whilst capturing leading practice and providing post-challenge support for delivering challenge recommendations.
The LEC is the engagement element of Capital Ambition’s performance office that brings together three key products that provide the mechanisms of performance analysis through Local Authority Performance Solution, engagement through the London Efficiency Challenge and transferring learning and capability in the Service Transformation Academy.
