A bid for £350k funding submitted to CLG by Capital Ambition has been approved to take forward collaborative working between the East London Boroughs. The proposal attached as Appendix A details how the East London Boroughs propose to take forward the collaborative working and form 'East London Solutions' focussing the sub regional activities so that they are more ambitious in scale, more structured in approach and ultimately will be more successful in outcome.
The approach being adopted has two main aims:
- To ensure that authorities in ELS are aware of what opportunities exist, engaging where appropriate and maximising opportunities. This will include reviewing established information and metrics, providing challenge improving communication and knowledge of what is there. ELS will also look to support the other work of Capital Ambition in the development, marketing and promotion of their projects and products across London.
- To take forward shared services in a variety of ways including aligning arrangements for future gain, examining business cases implementing arrangements. It will not be about trying to get all authorities to agree to move with certain services at a specific time but identify where two at most three have sufficient things in common progress a shared service.
These two core aims will achieve a vision to "deliver and commission shared and collaborative services and products to facilitate improvement, efficiency and innovation." and take forward the following overarching themes:
- Communicating activity that is taking place.
- Co-ordinating activity that is taking place at strategic level.
- Ensuring opportunities to maximise shared service concepts are considered.
- Facilitating the taking forward of shared services.
- Promoting and brokering networking and collaboration between participating boroughs.
With this in mind ELS will have a two pronged approach of shared services by incremental change and preparing the ground for transformational change and innovation.
The outcomes that we are seeking are one or more of the following:
- Re-shaped services that better meet customer needs
- Deliver greater efficiencies and savings to release funding for priority areas
- Make better use of capacity and skills
- Increased collaboration
- Improve the ability and capability to deliver services in partnership
- Better engagement with established projects
- Challenge to the status quo
- Improved awareness of opportunities
