5. Towards a London Procurement Strategy
Purpose:
To consider an outline strategy and work programme for taking forward collaborative procurement in London.
Recommendation: That the Efficiency Board comments on the content and direction of the draft strategy with a view to seeking wider consultation and producing a final for approval at its meeting on 01 June 2009 and referral to the Capital Ambition Programme Board.

6. Passenger Transport Services Commissioning Hub
Purpose:
To consider a joint bid from the London Boroughs of Croydon and Sutton for the creation of a shared hub for passenger transport.
Recommendations: That the Efficiency Board:
(i) Approves the £25k for the outline business case (Phase 1) subject to the councils:

  • Sharing their findings/outline business with Enfield/Barnet and Brent/WLA who are looking at pursuing a similar project and any other interested borough
  • Contacting Essex County Council who are exploring a shared passenger transport network with the NHS
  • Ensuring that the project complements the Capital Ambition work on the acquisition and management of Commercial Vehicles which reports to the 01 June Efficiency Board

(ii) Expresses in principal support for Phase 2, £100k, subject to the Efficiency Board signing off the outline business case.

7. London ICT E-Auction
Purpose:
To receive a report back on the outcome of the London ICT e-auction held on 31 March 2009 and to consider the continuation of the Project Team to manage the contract for the next 24 months.
Recommendation: That the Efficiency Board:
(i) Notes the success of e-Auction 10 and thanks the representatives from the London Boroughs of Brent, Camden, and Enfield who were instrumental in ensuring full engagement in the procurement process from the 47 participating organisations.
(ii) Approves the creation of a resourced Project Team for the next two years to manage the successful execution of the new contract at a cost of £69,500 over years 2009/10 and 2010/11.

8. London Efficiency Challenge (LEC) Delivering Solutions
Purpose:
To receive an update report on progress towards the second phase of LEC pilots in the London boroughs of Barking and Dagenham and Havering as detailed in Appendix A, and to consider a proposal from the IDeA to support the roll out of the LEC from June 2009 as detailed in Appendix B to this report.
Recommendations: That the Efficiency Board:
(i) Notes the revised process to be piloted in the London Boroughs of Barking and Dagenham and Havering on 3 and 4 June 2009;
(ii) Approves the allocation of £50,000 for Capital Ambition Project Management in 2009/10 (Appendix A refers); and
(iii) Approves the proposals for IDeA support (including web development), at a cost of £210,100 (Appendix B refers).

9. Programme Management & Progress Update
Purpose:
To inform the Board on the delivery status of projects and work approved to date and to provide an updated financial statement for the work programmes within the Board's remit.
Recommendations: That the Efficiency Board notes the delivery status and financial position to date.
