Recommendation:
That the Efficiency Board approves the minutes of the meeting held on 3 November 2008.

Reports for decision

3. Efficiency Strategy 2009-12 (RSe/Tribal Presentation)
Purpose: To receive a presentation on the initial findings from the RSe/Tribal work on efficiency priorities 2009-12 prior to consideration by the Capital Ambition Programme Board on 20 January 2009.
Recommendation:
That the Efficiency Board: comments on the findings and any amendments/additions to the RSe work prior to consideration by the Capital Ambition Programme Board on 20 January 2009.

4. Connected London Strategy
Purpose: To consider the development of the Connected London Strategy and specific project proposals.
Recommendation:
That the Efficiency Board agrees:
(i) The broad scope of the vision with the understanding that the Connected London theme will include aspects of community empowerment as well as efficiencies as set out in the Connected London Strategy Overview;
(ii) A set of worked up project proposals based on transformational government themes:

  • Focussing services on the customer
  • Shared Infrastructure
  • Learning and Performance Analysis; and

(iii) To ask Capital Ambition to return with other project proposals when further analysis of performance and cost data is available.

5. Outcome of Pilot Post Services Review
Purpose: To note that 8 individual authority reports and the consolidated report have now been received and to agree funding in 2009-2011 for a London wide agreement for postal services.
Recommendation:
That the Efficiency Board:
(i) Notes the findings from the pilot studies;
(ii) Agrees the allocation of funding up to £45,000 split over two financial years to support the letting of a London wide agreement for postal services under the OGC Buying Solutions flexible framework contract, in order to achieve the volumediscounts not accessible by individual boroughs.

6. London Energy Project
Purpose: To receive a report on the financial impact of the new Carbon Emission Reductions, sign off Phase 2 and the forthcoming consultation of the London Energy Project after the CA funding ceases.
Recommendation:
That the Efficiency Board:
(i) Amends the LEP scope to allow it to prepare and co-ordinate improvement plans that will help authorities to address and meet the carbon reduction challenge and manage financial impact.
(ii) Authorises a Briefing Paper to be prepared by the LEP and then issued in the name of the Capital Ambition Efficiency Board to all Chief Executives and Directors of Finance across London.
(iii) Signs off the Phase 2 Closure Report.

7. Root Review of Efficiencies in Procurement
Purpose: To receive the report from the Roots review of arrangements for efficiencies from smarter procurement in local government together with comments on its recommendations from Ken Cole, Procurement and Commercial Adviser to Capital Ambition, and to consider how the report might impact on Capital Ambition's procurement support and work programmes from April 2009.
Recommendation
That the Efficiency Board considers the recommendations in the Roots review, and identifies any actions that need to be incorporated in the revised Efficiency Delivery Plan from April
2009.

8. Category Management
Purpose: To agree the proposed terms of reference for studying the acquisition and management of all vehicle types across London
Recommendation:
That the Efficiency Board: Agrees the proposed terms of reference for studying the acquisition and management of all vehicle types across London and reporting on any business case for adopting a category management approach.

Update reports to note

9. London Efficiency Challenge (LEC)
Purpose: To receive an update report for the London Efficiency Challenge. The Challenge is intended to support authorities by providing opportunities to fast-track efficiency learning to achieve and exceed the 3% efficiency target set under National Indicator 179.

10. London Efficiency Savings
Purpose: To note the 2008/09 efficiency savings forecast for London authorities as provided to DCLG against the CSR07 3% overall efficiency target for the sector set under National Indicator 179.

11. London ICT e-Auction
Purpose: To note the following decision made under emergency procedures on 22 December 2008
Recommendation:
That the Board:
(i) Notes the decision by the London Consortium and their partners not to extend the contract arrangements with Dell;
(ii) Agrees to undertake an e-auction in Q.1/Q.2 2009; and
(iii) Agrees funding of up to £65k to hire the services of one experienced project manager who has a proven track record in managing collaborative ICT e-Auctions.

12. Programme Management Report
Purpose: To receive a report on the status and progress of Capital Ambition projects and activities with a central efficiency focus, approved by the Efficiency Board.

Recommendation:
That the Board notes the report and comments on the new format for programme reporting.
