3. Procurement Strategy - Work Programme
Purpose: To approve a programme of e-Auctions and to recommend that the Capital Ambition Programme Board approves the associated funding of £1m.
Recommendation:
That the Efficiency Board approves the programme of e-Auctions detailed in the report and recommends approval of:
(i) £350k to undertake Phase 1 for highways materials
(ii) £350k to undertake Phase 1 for the building materials (construction and maintenance); and
(iii) £300k (in principle) for Phase 2 e-Auctions for the above categories plus commercial vehicles.

4. Joint Improvement Partnership - Transforming Community Equipment Services
Purpose: At its meeting on 28 July 2009, the Capital Ambition Programme Board approved the attached bids subject to scrutiny by the Efficiency Board. The Board will receive a presentation from the JIP and is asked to scrutinise the bids prior to work commencing.
Recommendation:
That, following funding approval by the CAPB on 28 July 2009, the Efficiency Board scrutinises the 4 projects and signs off the work for commencement.

5. East London - Shared Services
Purpose: A bid for £350k funding submitted to CLG by Capital Ambition has been approved to take forward collaborative working between the East London Boroughs. The proposal attached as Appendix A details how the East London Boroughs propose to take forward the collaborative working and form 'East London Solutions' focussing the sub regional activities so that they are more ambitious in scale, more structured in approach and ultimately will be more successful in outcome.
Recommendation: That the Efficiency Board recommends the release of £338k of funding secured from DCLG specifically for the East London authorities for the purposes as set out in the project proposal.

6. West London Temporary to Permanent Housing Scheme
Purpose: To receive the closure report for the West London Temporary to Permanent Housing Scheme and to note and comment on project outcomes.
Recommendation: That the Efficiency Board notes the closure report for the Temporary to Permanent Housing Scheme.

Raising the Bar

7. National Indicator 179 - Value for Money Gains - Local Government - Outturn Data 2008/09
Purpose: To receive the first cut outturn figures for London authorities against National Indicator 179 - Value for Money Gains - Local Government (NI179), and to consider what action, if any, Capital Ambition should take to support the achievement of efficiency savings targets in London. Appendix A refers.
Recommendation:
That the Efficiency Board receives the NI179 first cut outturn data for London and considers what action, if any, Capital Ambition should take to support authorities in the achievement of their NI 179 savings targets.

8. London Efficiency Challenge - Update
Purpose:
a) To update on the outcomes of the two second-phase pilots
b) To update on the London Efficiency Challenge programme and scheduled challenges
c) To provide information on slight amendments to the method
Recommendation: That the Efficiency Board notes the progress on the London Efficiency Challenge.

9. Service Transformation Academy
Barry Quirk is project sponsor for this work.
Purpose: To seek the Board's approval for this initiative that is specifically funded by DCLG to develop a London Academy for Service Redesign using good practice business process improvement (BPI) methods.
Recommendations:
(i) That the Efficiency Board approves the proposed work which is funded separately by Communities and Local Government; and
(ii) Recommends the release of funding of £250k by the Capital Ambition Programme Board.

10. Progress and Budget update for Efficiency Related Projects
Purpose: To receive a report on the status, progress and financial standing of Capital Ambition projects and activities with an efficiency focus that report to the Efficiency Board.
Recommendation:
That the Efficiency Board notes the report.
