Theme 1: Raising the Bar
4. OEA - Outcomes of ProClass Mapping Exercise and completion of CRS / OEA Integration
Purpose: To report on the outcomes of the ProClass mapping exercise piloted at LB Camden and LB Hammersmith and Fulham, and to confirm the funding of up to £90k funding in 2009/2010.
Recommendations: That the Efficiency Board:
i) Notes the outcomes of the pilot mapping exercise in Camden and Hammersmith and Fulham; and
ii) Confirms previously approved funding of up to £90k in 2009/10 to cover the cost of a one off mapping exercise from their influenceable account codes to the latest version of ProClass for those authorities using the OEA in 2009/10.

5. Street Cleansing & Recycling Productivity
Purpose: To note the two reports from Tribal Consulting attached as Appendices A and B to this report, and to support the development of these projects into comparative metrics sets and parameters of good practice that can be used for comparison and peer challenge.
Recommendation: That the Efficiency Board:
i) notes the findings and recommendations made for improvements and efficiency gains in street cleansing and recycling services;
ii) supports the distribution of the reports and blueprints to authorities for immediate use; and
iii) considers the development of this research into two complete qualitative and quantitative tools.

6. London Efficiency Challenge - Feedback from pilots
Purpose: To receive a presentation from the IDeA on the outcome of the London Efficiency Challenge (LEC) pilots in the London Boroughs of Camden and Richmond; to agree process amendments for final roll out, and to consider proposals from IDeA for future support to the programme.
Recommendations: That the Efficiency Board:
i) considers the findings from the evaluation of the pilot LECs and approves amendments to the process going forward;
ii) considers and agrees the proposals for future IDeA support appended to this report; and
iii) Approves the budgetary implications of the IDeA proposals.

Theme 2: Delivering Together
7. Efficiency Strategy 2009-2012 - Update
Purpose: To receive an update on the development process for the projects needed to deliver the efficiency priorities for 2009-2012.
Recommendation: That the Efficiency Board notes and comments on the development process for the projects needed to deliver the efficiency priorities for 2009-2012.

8. London boroughs Legal Alliance for a Shared Professional Service
Purpose: To seek approval for a business case validation. This requires a new funding allocation of £25K from the Delivering Together budget.
Recommendation: That, subject to the project exploring the opportunities for shared posts between boroughs and the potential to expand the concept to the rest of London, the Efficiency Board supports the bid and approves funding of £25k
to cover the cost of a producing a business case.

9. London Libraries Change Programme
Purpose: To seek approval and a new allocation of funding totalling £124k for three bids arising from the 2008 review of London Libraries as considered by the Efficiency Board in November 2008.
Recommendations: That the Efficiency Board notes the progress made since the original report was considered in November 2008 and approves the PID funding of -
(a) Inter Library Loans service - £27,000
(b) Common EDI/XML standards - £50,000
(c) Workforce Benchmarking - £47,000

Theme 3: Connected London
10. Data Sharing Proposal
Purpose: To propose a review of data sharing between authorities and authorities and other agencies in order to map current initiatives and identify opportunities and options for collaborative working.
Recommendations: That the Efficiency Board approves funding of £20,000 for the:
(i) Documentation of existing projects and to describe their aims, achievements, governance and funding;
(ii) Identification of partners and contacts;
(iii) Consultation with practitioners on requirements, barriers, enablers and risks;
(iv) Identification of any common mechanisms which could add value, e.g. common infrastructure, security processes and equipment;
(v) Development of options for going forward with costs, benefits and governance to be brought back to the Efficiency Board. In particular the options for rolling out 'Tell Us Once' to all London authorities.

Purpose: To receive a report on the status, progress and financial standing of Capital Ambition projects and activities with an efficiency focus, approved by the Efficiency Board.
Recommendation: That the Board notes the delivery status and financial position to date.
