3. London Procurement Strategy - final draft
Purpose: To consider the final strategy for taking forward collaborative procurement in London following on from comments at the last Board meeting on 23 April and SLT Efficiency Sub Group on 20 April 2009.
Recommendations:
That the Efficiency Board approves the draft Strategy.

4. Integrating Public Services in Hammersmith and Fulham
Purpose: To support the development of an integrated public services model in Hammersmith & Fulham. The Integrating Public Services Programme aims to deliver improved health outcomes for residents by using a social marketing tool to strengthening existing joint commissioning arrangements and deliver efficiencies through a shared approach to corporate services, which could serve as model for adoption across the capital.
Recommendations:
That the Efficiency Board approves funding for £500,200 for Integrating Public Services in Hammersmith & Fulham.

5. Collaboration in Construction
Purpose: To update the Board on events relating to the previously titled Partnership in Construction project lead by the City of Westminster, and to gain support for future work to support collaboration in procurement and delivery and reduce the costs of construction estimated at some £2bn across London local government.
Recommendations:
That the Efficiency Board:
i) Redirects the previously approved £30,000 funding to a feasibility study commissioned by Capital Ambition to focus on the issues detailed in Section 4 of the proposal attached as Appendix A to this report.
ii) Commissions Buro Happold to undertake the work to ensure continuity and momentum for this project.
iii) Supports the proposal to find a chief executive to champion this work.

6. Commercial Vehicles Study - London Study Outcomes
Purpose: To sign off the report Acquisition and Management of Commercial Vehicles - A New Approach for London, and approve funding of £230,000 to take forward the subsequent work programme.
Up to £200,000 of this total might be accessible through grant funding from the Department for Transport. Capital Ambition is submitting a proposal for additional DfT grant and a decision will be made by 31 July 2009.
Recommendations:
That the Efficiency Board:
(i) Approves the report attached as Appendix A; and
(ii) Supports the proposed bid for £230,000, noting that up to £200,00 might be available thorough a one-off DfT grant for which Capital Ambition will be putting in a bid.

7. Development of a Centre of Excellence for Parking Back Office Functions
Purpose: To consider an application for a funding contribution towards the development of business case presenting options for the back office functions of Hammersmith and Fulham and Kensington and Chelsea councils.
Recommendation:
That the Efficiency Board approves funding of £140,951 towards the cost of developing a full business case for the development of a centre of excellence in the delivery of back office parking functions.

8. London Efficiency Challenge - Delivering Change
Purpose:
a) To accept a specific £450,000 efficiency delivery grant to support the London Efficiency Challenge (LEC) from the Department Communities and Local Government; and
b) to agree the principles for applying the grant on LEC follow-up activities.
Recommendations:
That the Efficiency Board:
(i) Notes the receipt of a £450,000 efficiency delivery grant to support the London Efficiency Challenge (LEC) from the Department Communities and Local Government; and
(ii) Agrees criteria for approving funding for LEC follow up activities

9. Shared Professionals
Purpose: This proposal takes forward the agreed efficiency strategy of shared professionals whereby boroughs, and their partners, would examine the potential for sharing resources of certain professional groups to both reduce costs and minimise recruitment and retention difficulties.
Recommendation:
That the Efficiency Board
a) Considers whether shared professionals is an area in which it wants to invest further resources; and if so,
b) agrees which parts of the model and/or professional groups should be the focus of the work;
c) explores the potential for the:
- development of practical advice and guidance on making, for example, joint posts/teams work; in essence a framework for implementation;
- funding work on the establishment of joint professional teams; and
- establishing a secondment and virtual talent pool.

10. Progress and Budget Update for Efficiency Related Projects
Purpose: To receive a report on the status, progress and financial standing of Capital Ambition projects and activities with an efficiency focus that report to the Efficiency Board.

12. Date of next meeting
The next meeting of the Efficiency Board will be held on Monday 13 July 2009 from 10.30am-12.30pm at London Councils, 59½ Southwark Street, London SE1 0AL.
