
London Waste and Recycling Board

The London Waste and Recycling Board (LWaRB) has primary provisions made in Section 356A and 356B of the GLA Act 1999 (as amended by the GLA Act 2007 s. 38(1)). The Government has set out its membership and constitution in the London Waste and Recycling Board Order 2008.
The Board will be an eight member board to be chaired by the Mayor or his appointed deputy. The remaining seven members would be as follows:
- Four London borough councillors - appointed by London Councils
- Two independent members - appointed by London Councils
- One independent member - appointed by the Mayor
The Order was laid on 12 June as an affirmative instrument, meaning that both Houses of Parliament must expressly approve it.
The Order cleared the Joint Committee on Statutory Instruments on 20 June.
On Wednesday 2 July the Minister, Joan Ruddock MP (Parliamentary Under-Secretary of State (Climate Change, Biodiversity and Waste)) introduced the Order to the Delegated Legislation Committee of the House of Commons. Where it was debated and approved.
On Tuesday 8 July the Order received its hearing by the Grand Committee of the House of Lords, where it received resounding support.
The Order was signed by the Minister, Joan Ruddock MP on Wednesday 23 July and officially made on 24 July.
